City Council to Continue Mobilehome Park Closure and Conversion Ordinance Update on December 3

The Sonoma City Council will hold its second study session on Wednesday, December 3, 2025, to continue reviewing options for updating the City’s rules on mobilehome park closures and conversions. The discussion builds on the Council’s November 5 study session and focuses on aligning Sonoma Municipal Code Chapter 9.82 with recent state law changes under Assembly Bill 2782 (2020) and Senate Bill 610 (2025).

Mobilehome parks play an essential role in Sonoma’s housing supply, providing more than 450 units of naturally affordable housing across Moon Valley, Pueblo Serena, and Sonoma Oaks. State law now requires local governments to strengthen protections for residents when a park is proposed for closure or conversion, including updated standards for relocation assistance, notice periods, and findings related to housing availability.

At the December 3 study session, staff will present policy options for Council direction in several key areas, including:

  • Relocation Impact Reports (RIRs)
  • Notification and timeline requirements
  • Relocation assistance standards
  • Appraisal requirements
  • Review procedures
  • Consistency findings
  • Public outreach expectations

No formal action will be taken at the meeting. Staff will use Council’s direction to prepare a draft ordinance for consideration in early 2026.

The study session will be held at the December 3rd City Council Meeting, which begins at 6:00 p.m. in the City Council Chambers, 177 First Street West, and will be available to watch live on the City’s CivicWeb Portal, YouTube channel, and Comcast Channel 27.

Public Comment

Members of the public are encouraged to participate in City Council meetings by attending in person or submitting comments online through the public comment form on the City’s CivicWeb portal. Comments submitted in advance will be uploaded to the public correspondence folder on the CivicWeb portal for review prior to the meeting but will not be read aloud during the meeting.
