Mobilehome Park Closures & Conversions
Closing or converting a mobilehome park can significantly impact residents. Sonoma’s rules (SMC 9.82 and state law) require careful review, resident protections, and relocation assistance before a closure or conversion can occur.
Key Requirements
Relocation Impact Report (RIR)
Prepared by a City-selected consultant and paid for by the park owner. It must evaluate relocation options, moving costs, housing alternatives and impacts.
Resident Notification
Residents must receive the RIR and notices in advance of public hearings.
Public Hearing
The City Council must review the RIR, hear public input, and make required findings before any closure or conversion is approved.
Relocation Assistance
If a closure or conversion is approved, the applicant may be required to provide:
- Moving and setup costs
- First/last month’s rent and security deposit
- Payment for residents whose homes cannot be relocated
- Additional mitigation measures as needed
State Law Updates
AB 2782 and SB 610 expanded relocation, notice, and disaster-related protections. Ordinance updates are in progress following the November 5, 2025, study session.
