Mobilehome Parks
Mobilehome parks provide important long-term, affordable housing in the City of Sonoma. The City has adopted several ordinances to protect residents, ensure fair rent practices, and guide the process for park closures or conversions.
Key Regulations
Rent Control (SMC 9.80)
Limits annual rent increases and outlines a process for reviewing additional increases.
Park Closures & Conversions (SMC 9.82)
Requires a Relocation Impact Report, public hearing, and resident protections when a park is proposed to close or change use.
Conversion to Resident Ownership (SMC 9.84)
Defines the process when residents or a nonprofit seek to purchase a park.
Resident Protections
- Annual rent caps tied to CPI
- Review and appeal process for additional rent increases
- Relocation assistance and mitigation requirements for proposed closures or conversions
- Public hearing requirements before any closure or conversion is approved
Recent Updates
State laws (AB 2782 and SB 610) expanded relocation and notice requirements. The City Council reviewed needed ordinance updates during a November 5, 2025, study session. Staff will return with recommended amendments.
