Form 700 – Statement of Economic Interests
Consistent with state regulations, each person identified in the City of Sonoma Conflict of Interest Code (PDF) as a "public official identified in California Government Code Section 87200" or as a "designated employee" shall file with the City Clerk a Statement of Economic Interests (Form 700). The Conflict of Interest Code is required to be updated every two years per Government Code Section 87306.5. The intent of the Form 700 is to ensure that decision makers are not using their authority to affect personal financial interests.
The Form 700 provides transparency and ensures accountability in two ways:
- It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances.
- It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.
The City Clerk is the Official Filing Officer for the City of Sonoma and responsible for:
- Collection, maintenance, and protection of filing and disclosure documents, with the exception of those positions identified in Government Code section 87200.
- Maintaining and updating the City's Conflict of Interest Code
- Public access to these materials, as prescribed by the California Fair Political Practices Commission (FPPC)
Form 700s are filed on an annual basis, and upon assuming or leaving office. The City uses an electronic filing system called NetFile for conflict of interest disclosure statements. The next Annual Statement of Economic Interests is due April 1, 2026. The period covered is calendar year 2025.
Elected Officials, Planning Commissioners, City Manager, City Attorney, City Treasurer, and any City official who manages public investments are identified in Government Code section 87200. These positions are defined as "87200 Filers" and are managed by the Fair Political Practices Commission (FPPC).
